About Andy

Andy McMillan is an economic developer for a tribal holding company and an independent consultant in Tulsa, Oklahoma. Andy brings experience in strategic planning, implementation, project management, politics and government, economic development and development finance to a variety of projects and initiatives. He is a member of the Governor’s Economic Development Team, the Oklahoma Economic Development Council, and the International Economic Development Council.

Andy previously served as Director of Operations and interim Executive Director for the Tulsa Workforce Investment Board, where he led the day-to-day operations of the regional workforce development system, and led the introduction of the state’s first performance-incentive-based contracting in the workforce system. He has also served as deputy finance director for a major US Senate campaign, and as an engineering project manager tasked with development of performance metrics and process improvement.

Andy holds a master’s degree in Public Administration from the University of Oklahoma and bachelor’s degree in Political Science from Texas Christian University. He is also a graduate of the Economic Development Institute at the University of Oklahoma.

He lives with his family in Tulsa, Oklahoma, where he enjoys cooking, sailing, carpentry, and making music.
